Sarah Clover Sarah Clover is a leading barrister and nationally recognised expert in licensing, regulatory law, and biopharmaceutical regulation. Called to the Bar in 1993, she is a graduate of Oxford University and the University of Pennsylvania, and currently a PhD candidate at the University of Leicester, researching regulatory frameworks for biopharmaceuticals. She combines legal rigour with a strategic approach that has made her a trusted adviser to governments, industry bodies, and high-profile clients in various jurisdictions. Sarah is Chair of the Jersey Biopharma Council. She was appointed Specialist Adviser to the House of Lords Select Committee on the Licensing Act 2003 (2016–2017). She is a Fellow of the Institute of Licensing. Described by Chambers & Partners (2026) as “simply a leader in her field”, Sarah is a pioneer in modern regulatory regimes, and at the forefront of life sciences governance.
